Special series 4: Responsible Japanese Diplomacy Creating Peace and Prosperity

| This post builds on our previous articles and focuses on Responsible Japanese Diplomacy, Creating Peace and Prosperity. 1. The Foundations of Japan's Security Policy (1) The Takaichi Cabinet will pursue a policy of “Responsible Japanese Diplomacy, Creating Peace and Prosperity”. Japan attaches great importance to upholding the international order and promoting international cooperation. With the Japan-U.S. Alliance as its cornerstone, Japan is working to strengthen coordination with like-minded countries, enhance its response capabilities and defense capabilities that contribute to regional peace and stability, advance a comprehensive approach to security — including economic security and the cyber and space domains — and play an active role in ensuring that both Japan and the world prosper together. (2) Strengthening defense capabilities alone cannot bring about true stability. Precisely because we find ourselves in an increasingly severe security environment, it is essential that we redouble our diplomatic efforts — deepening coordination with allies and friendly nations and further solidifying the bonds of trust that Japan has built with many countries through years of development cooperation and humanitarian assistance. We are firmly convinced that it is through the steady accumulation of such efforts that a lasting and genuine peace can be achieved. (3) Japan's commitment to peace is deeply rooted in the spirit of the Preamble to the Constitution of Japan. The Preamble declares that Japan is "resolved to preserve our security and existence, trusting in the justice and faith of the peace-loving peoples of the world," enshrining international cooperation for peace as a fundamental national principle. Guided by the lofty ideal of guaranteeing to all peoples "the right to live in peace, free from fear and want," Japan continues to aspire to occupy an honored place in the international community as a peace-loving nation. 2. Coordination with Allies and Friendly Nations With the Japan-U.S. Alliance as the bedrock of its security policy, Japan is actively expanding its partnerships with friendly nations that share the same values. For example, the initiative to build a regional order under the concept of a “Free and Open Indo-Pacific (FOIP)” — introduced in the second contribution of this series — one that respects universal principles such as the rule of law, freedom of navigation, and free trade, and allows all nations to enjoy prosperity, has garnered broad support from countries around the world. 👉 This year marks the 10th anniversary of the FOIP vision. The Takaichi Cabinet will strategically advance FOIP initiatives, including strengthening supply chain resilience for critical goods and deepening partnerships through the expansion of OSA (Official Security Assistance) and ODA. 3. Peace Through Dialogue and Cooperation Building peace through the power of dialogue and cooperation — encompassing diplomacy, development cooperation, and humanitarian assistance — is another core pillar of Japan's approach. Japan believes that improving people's livelihoods and bringing stability and hope to their lives is the most direct path to peace and stability across entire regions. Only when the security of individuals is ensured and challenges such as poverty, inequality, and food insecurity are addressed, we can nip the bud for conflicts and build a truly sustainable peace. 👉 Japan has been actively engaged in reconstruction assistance through the dispatch of Self-Defense Forces personnel to UN Peacekeeping Operations (PKO), as well as in economic and social development cooperation with developing countries through ODA. For instance, Japan's support for the International School for Security Forces (EIFORCES) in Cameroon contributes to peacebuilding in Central Africa. In Cameroon, Chad, and the Central African Republic — countries under the purview of the Embassy of Japan in Cameroon — Japan carries out a wide range of activities, including humanitarian assistance such as food aid and support for refugees and internally displaced persons, electoral assistance, promotion of primary industries such as agriculture and fisheries, and development cooperation to strengthen the competitiveness of micro, small, and medium-sized enterprises. Through these sustained efforts, Japan is working to support people's standard of living and bring peace and prosperity to the region. 4. Closing Remarks The world today faces a multitude of daunting challenges, and international cooperation on a global scale is needed as never before. We believe that to achieve genuine peace, we must: reinforce deterrence through close coordination with friendly nations; deepen mutual trust through dialogue and cooperation; and eliminate the seeds of conflict by advancing social development. As a peace-loving nation, Japan will continue to demonstrate through concrete action its unwavering commitment to working hand in hand with the nations of Africa — including Cameroon, Chad, and the Central African Republic — as well as with countries around the world, while respecting the diversity of all nations, to build peace and prosperity together. |
